Interactive Self-Help Tool for Resource and Management Diagnostic of IP Offices (IPOD)

Conclusion

The challenges confronting IP offices in all countries require every IP office to assess the efficiency and effectiveness of the operations and management of the office on a continuing basis.  The IPOD process as set out in this Methodology provides all IP offices with a tool to plan, manage and implement the necessary assessment activities from a holistic perspective.  It is scalable (for small, mid-sized to large IP offices) and it is essential to adapt or customize the use of this Methodology to specific contexts, circumstances and needs of individual IP offices. In the end, the outcomes of the IPOD process should contribute towards improvements in delivery of IP services to user community, especially in terms of quality, efficiency and effectiveness.

Though the Methodology is designed to be used flexibly and as a self-help tool by any qualified expert(s) or a national IP office, WIPO is ready to assist any IP offices to use this Methodology and implement regular assessments by providing required technical advice, expertise and support. Furthermore, the nature of such assistance by WIPO is neutral, objective and confidential. The final decision on the implementation of any of the recommendations or conclusions from the IPOD process lies exclusively with the senior management of the IP offices concerned.
