The purpose of the Self-Help Tool facilitate resource and management diagnostic of national and regional intellectual property (IP) offices in reviewing their resources, processes, structures, and performance so as to identify areas for improvement to strengthen their ability to meet the growing demands made upon them. Accordingly, this Tool is designed to be used by individuals or professionals who will undertake the diagnostic and produce recommendations for improvements.
The Tool was developed by WIPO based on the past experiences in helping national IP offices in helping to improve effectiveness and increase efficiency in their delivery of IP services to user community. As such, it is to be used as a guide and by adapting to specific contexts and circumstances of different national and regional IP offices. Furthermore, the Tool is scalable in the sense that it can be used for IP offices of any sizes and structures.
